Great post. Very interesting.
This may come across as heartless, but wouldn't it be more realistic for the burden be on the artists and labels to update SoundExchange when their contact information changes?
Tracking down 80,000 constantly changing addresses would require a small army. I would rather see SoundExchange dedicate their resources to tracking plays then spend their time scouring thousands of myspace profiles to figure out how to contact the artists.
20 years ago, in the pre-Internet Dark Ages, I took over an organization that had nearly 35,000 bad addresses in it's files, based on returned mailings. (These were all performers, by the way, so the example is particularly relevant). I put three clerks in a room with the returned mail and a form inquiry to the Social Security Administration for current address information. Eight months later, we had good addresses for almost 75% of that 35,000. It took another year, but we ultimately located more than 93% of the missing performers before shutting the project down. For many of the remainder, the SS numbers came up as incorrect. I figure we found almost everyone who wanted to be found.
80,000 isn't an insurmountable problem. If it was, I could understand SoundExchange saying they just can't do it, but they don't.
Given that, once you register, you should be responsible for keeping your information current. The key words are "once you register."
For veteran artists, many aren't really aware the rights and the royalties at SoundExchange exist. How did SoundExchange try to find them? They took out an an ad in Billboard. Anyone who thinks that an ad in Billboard is going to reach artists who haven't been active in recording in a couple decades works for either Billboard or SoundExchange. Those ads should go where their target audience is; USA Today, AARP, Jet and Ebony.
Hell, they should just send someone to copy T.J. Lubinsky's speed dial list.

There have been times when I tracked down writers to interview for liner notes and they told me they havn't received royalties in years -- sometimes for songs I know have sold a significent number of copies. I'll call ASCAP or BMI, who'll tell me they haven't been able to track down the writer.
In other words: make damned sure the performance rights people know where to mail the checks!

Hell, they couldn't find the Mormon Tabernacle Choir until the word got out how poorly they were doing.
They still don't know who AFKAP is.
